ITIL (IT Infrastructure Library) is also known as ITSM (IT Service Management). In fact, there is an ISO standard around it, ISO 20000.
ITIL or ITSM is about conceptualizing, designing, developing, operationalizing and continually improving IT service offerings to the target users (internal or external). Though ITIL is meant for IT services primarily, in a conceptual sense it can be applied to non-IT services as well.
