IPM (Integrated Project Management) and SAM (Supplier Agreement Management) both are process areas of CMMI.
The applicability or otherwise of SAM and handling it within the ambit of IPM (remember SAM is the only PA allowed for exclusion in CMMI-DEV v1.2) depends on the nature of relationship between the primary project team and extended team. It is governed in a broad sense by the following criteria:

- Is the effort of the supplier managed by the project on a day to day basis - it doesn't matter where the supplier is physically located (if yes, IPM would be more appropriate)
- Is the working of the supplier bound by a assignment-specific contract/agreement (SAM would be more appropriate) or by a master contract/agreement (IPM would be more appropriate)
- Is the supplier working in a staff augmentation mode (IPM would be more appropriate) or working independently to deliver parts of the project that will be integrated with the final product after suitable acceptance checks have been performed by the project (SAM would be more appropriate)
